Abstract

This program aims to provide insight into the manner in which human rights standards can be implemented within the police under varying country-specific circumstances. Its focus is on four major cities in three Latin American and one Caribbean country. Each country project will analyze past and current efforts at implementing police human rights standards. The program has three overall research goals: (1) evaluate efforts that have been untertaken to increase/implement human rights standards within targeted urban police organizations; (2) assess which societal development factors impact the effectiveness of urban-based police human rights implementation efforts; (3) propose tentative models for successfully implementing human rights efforts under different developing-country urban circumstances.
