Samenvatting

Doel
Het domein Voedsel, Dier en Consument (VDC) is verantwoordelijk voor kennisontwikkeling rondom drie thema s:

- bijdragen aan het behoud van het huidige hoge niveau van voedselveiligheid
- nadere uitwerking van de Nationale Agenda Diergezondheid
- een gezonder en duurzamer aanbod van voedselproducten

Bepaalde onderzoekslijnen in dit domein zijn zowel van belang voor het ministerie van LNV als voor het ministerie van VWS. Beide ministeries stemmen de gezamenlijke onderzoeksvragen onderling zo goed mogelijk af. DLO wordt verzocht om bij de latere uitwerking, waar dit relevant is, actief samenwerking te zoeken met andere kennisinstituten

The research cluster Food Quality, Food Safety and Animal Health supports the Ministry of Agriculture, Nature and Food Quality in its thrive to improve the quality of food and to maintain animal health at a high level. Recent changes in the focus of policy are:
Shift of responsibility from the government to producers, processors and consumers
Stimulation of alternative production systems, organic farming in particular
Generalisation of food safety policy to a food quality policy concept

In the field of food quality policy purpose is to stimulate consumer confidence and to facilitate a well-motivated purchase of products. Items of research in this field are how to enhance transparency in the food production chain and openness of information and communication between producers and consumers, bearing in mind the high degree of segmentation of the consumer group.
A second field of research is how to balance the various values involved in food quality (e.g. human health, animal welfare, protection of environment, fair trade) transparently when making policy decisions. How to collect, judge and communicate information on, partly soft, values and on the attitude of consumer groups towards the latter.
In the field of risk management there is a need for the development of instruments to balance food safety hazards on one hand against positive nutritional values and costs to eliminate these hazards on the other.

In the area of food safety, in addition to the question of how to quantify risks and benefits, the question of development of effective control arrangements which involve a shift in responsibility from state to producers is an issue of continuing importance. For the Ministry of Agriculture arrangements on responsibilities with respect to risk management in the feed production chain and in the meat production chain are of particular importance. In addition to that the responsibility of the government for maintenance of food safety and animal health leads to various (research) questions in the areas of identification and control of hazards.
In the field of zoonoses the control of Salmonella and Campylobacter contamination in poultry remains a major concern. Moreover, information is required on zoonotic hazards of organic and other alternative production systems and how to control these.
In the field of feed stuffs, in addition to the hazard control arrangements, monitoring contamination of chemical and (micro)biological nature requires a continuous effort. This involves surveillance of known hazards as well as early identification of potential new hazards.
The latter relates to both national and international efforts to develop systems to identify emerging risks for food safety and animal health.

In the area of animal health attention remains focussed on the prevention and control of highly contagious viral diseases, particularly Avian Influenza, Classical Swine Fever and Food and Mouth Disease. Apart from being very contagious, outbreaks may have very serious economical consequences while present methods to control an outbreak are not longer accepted by society in general. Therefore, a more pro-active policy is required in which possibilities and consequences of vaccination and other forms of control are incorporated.
