In preparing for its strategic decisions, the government must have relevant information at its disposal, in easily manageable form. It is the task of the Netherlands Environmental Assessment Agency (MNP) to provide such information as regards nature, forests and landscape, based on independent and scientific research methods, allowing all relevant aspects and interests to be adequately represented in public policy considerations.
The Nature Policy Assessment task has a statutory duty to support Dutch nature policy (under the act of 24 December 1997, which regulates the tasks of the Nature Policy Assessment). Its tasks include signalling trends and problems, evaluating policy achievements, forecasting the extent to which policy goals will be achieved and assessing social and land-use trends in terms of the opportunities and threats they present to nature. MNP produces a Nature Balance report each year and a Nature Outlook report every four years, both commissioned by the Executive Board of the Dutch Ministry of Agriculture, Nature and Food Quality.
The programmes of the Statutory Research Tasks Unit for Nature and the Environment are implemented under the terms of the WOT statute, which seeks to maximise transparency, independence and reliability.
Knowledge requirements: Under the implementation contract for the Statutory Research Tasks Unit for Nature and the Environment (WOT-PNM) and its associated working agreements, its basic research is intended to add to a solid knowledge base that can be used by the Netherlands Environmental Assessment Agency (MNP) to fulfil its tasks. The 2006 framework letter sent by the Ministry of Agriculture s Department of Nature (LNV-DN) to MNP lists the topics that MNP is expected to report on in the future. This letter constitutes the framework for the 2006 action plan for the WOT-04-002 programme. An important element of the programme is the framework of indicators, models and instruments for policy evaluation. Research is focusing on the further development of four primary subject areas: biodiversity, landscape, administrative and social aspects, and economy.
Products: The programme s products include research-based knowledge on four subject areas, with a view to their application in the products of the Netherlands Environmental Assessment Agency. Such knowledge relates to: - policy evaluation instruments - indicators - models - interpretation of distribution data - thematic issues
Doel: Het programma Natuurplanbureaufunctie Onderbouwend Onderzoek (WOT 04-002) ontwikkelt kennis die wordt toegepast in de producten van het Milieu en Natuurplanbureau (MNP). Het onderzoek richt zich op vier kennisvelden: biodiversiteit, landschap, bestuur & maatschappij en economie.
Werkwijze: De Programmacommissie Natuur (PCN), onder voorzitterschap van het MNP (Leon Braat), fungeert als stuurgroep voor het programma en zorgt voor de doorvertaling van de kennisbehoefte van het MNP naar kennisvragen aan Wageningen UR.
