LNV task, social issues and policy context This theme focuses on the developments in and around the agricultural sector related to government policy and socio-economic processes in and outside the Netherlands. Core issues are European integration, Common Agricultural Policy (CAP) reform and negotiations in the WTO. The theme addresses the relevance of these issues for the Dutch government policies and focuses on the effects of these on the agrifood complex and the rural areas.
Knowledge needs The knowledge needs can be categorized under the following headings: - Agrifood complex: monitoring; analysis of developments; agricultural income developments; IO (input-output)-analysis - European Union: options for and effects of: Integration; Enlargement; Budget; CAP; reform of CMO s, Rural Development Regulation - International and bilateral relations: effects of WTO agreements (export support, market access, domestic support); Non-Tariff Trade Barriers (NTB); Euromed; Mercosur; other bilateral agreements - Government, market and civil society: clarification of public concerns and consumer concerns; provision of collective, private and common goods
Research tasks The research questions deal with socio-economic issues related to political and economic developments. The research task is to combine effectively and efficiently relevant data, economic concepts and models as well as expert knowledge. - Data: the monitoring of the agrifood complex requires quantitative and qualitative data. Quantitative data on the sector are provided by the LEI-database, Statistics Netherlands and other public bodies (FAO, UN, WTO, OECD, EUROSTAT, USDA and Statistics of other countries) - Models: For the Netherlands two models are available on the level of the sector: Dutch Regionalized Agricultural Model (DRAM) and the Dutch Input-Output model. Relevant models for the European Union and the world are: AG-MEMOD, CAPRI and GTAP. GTAP is a multi-sector, multi-country model that can be used to analyse issues of demand, trade and supply in a global setting. - Expert knowledge: the performance of the research tasks also requires a thorough theoretical and practical understanding of the subject matter. Core disciplines are macroeconomics, agricultural economics and public administration.
