| Six key objectives have been formulated, five of which pertain directly to this contract. These five key objectives are: national health training capacity is developed through the National Institute of Health Sciences that provides pre-service and in-service training for nursing and technical health staff, and in-country training is co-ordinated with training abroad under a national Human Resources Development plan. a standard package of basic health services is developed and delivered through a network of public health facilities at district and referral hospital level. communities participate in planning and decision-making for local services, and awareness of health problems, and benefits of health services available to them, is increased. financial management for districts and referral hospitals is strengthened medium-term planning and financing processes, including the development of a comprehensive national health financing strategy, are sufficiently developed to enable the implementation of a sector programme. |
