Abstract

Description:
The ministry of Agriculture, Nature and Food Quality is one of the stakeholders of the implementation process of WFD. The consequences of WFD for the Ministry s sectors can be large. Hence it is important that the ministry of Agriculture, Nature and Food Quality takes the best position in every step of the implementation process.

Research objectives:
LEI advices the ministry of Agriculture, Nature and Food Quality with respect of the economic aspects of WFD.

Results and products:
LEI experts help the ministry of Agriculture, Nature and Food Quality preparing itself for meetings
LEI experts write policy briefs to clarify possible positions of the ministry of Agriculture, Nature and Food Quality in the WFD implementation process.
LEI experts contribute to reports and data for the Dutch documents of the implementation process of WFD, basically on the sectors most relevant for ministry of Agriculture, Nature and Food Quality and on the methodology

Abstract (NL)

Doel:
Het doel van dit project is om LNV te adviseren bij de economische analyses voor de KRW:
De activiteiten voor dit project zijn in drieën te splitsen:
1. voorbereiding en bijwonen van vergaderingen KRW werkgroep MKBA
2. Adviseren van LNV bij economische aspecten van implementatie KRW
3. Aanleveren van benodigde data en informatie over gevolgen van KRW voor de landbouw.

Werkwijze:
De aanpak wordt in nauw overleg met de LNV-medewerkers vastgesteld en uitgevoerd, waarbij ruimte is ingebouwd om snel op actuele vragen te kunnen inspelen. Het tijdpad hangt samen met de frequentie van de vergaderingen. In het eerste half jaar zal werk worden uitgevoerd met het oog op de ex ante evaluatie van de KRW en in het tweede half jaar voor het traject van de ex ante evaluatie 2008.

1 Voorbereiden en bijwonen vergaderingen van de werkgroep. Hierbij gaat het om de economische expertise op het beleidsterrein van LNV.
2 Begeleiden van LNV in bepalen standpunt t.o.v. economische analyse. Hierbij is het schetsen van voor- en nadelen van opties die LNV kan uitvoeren van belang.
3 Aanleveren van data en informatie over landbouw ten behoeve van implementatie KRW. Dit behelst het aanleveren van informatie die LNV krachtens afspraken binnen de werkgroep aan de werkgroep MKBA (of regiegroep) moet leveren.
