Abstract

Description:
The project is a framework contract delivering assistance in several tasks that the European Enivronmental Agency has delegated to the consortium ETC-LUSI. Alterra/WOt is part of that consortium and involved in 7 tasks.

Research objectives:
2.3A1 - Decision support tool for sustainable land use (land use model and interface)

In order to respond to actual and future needs of decision making, use existing modeling tools and databases, to develop a user friendly interface, to assess and explore past, actual and future land changes (including land use, land cover and land functions) in a policy context.

1. Improve and strengthen the capacities to use appropriate data and tools to transform information into policies and actions.
2. Help and support the exploration of policy options and the definition of alternatives scenarios at different levels of decision (e.g. forward-casting, now-casting, prospecting and forecasting).
3. Provide updated information in the appropriate format for decision making at different spatial and temporal scales.
4. Link the different indicator and indices sets with modelling and scenarios to improve the assessment, evaluation and monitoring activities.
5. Close the gap between research activities (e.g. FP6, FP7 modelling project) and decision making needs related with policies, scenarios and simulation methods and tools.

2.7B - Links to interactive tools and land use scenario modelling

1. Widen the prototype 2008 with option for land use modeling
2. Support the draft an expert tool / tool kit to support land use modelling on European scale
3. Full integration of LEAC functionality in the LUDC interface
4. Pilot new options of viewing (3D, flights) and data structures needed to use these options

2.7D - Environmental aspects of EU territorial & cohesion policy

1. contribution to territorial analysis from an environmental perspective
2. contribution to the development of territorial indicators
3. consultation/contribution to the policy debates on territorial cohesion
4. working paper on methodological approaches on rural dynamics
5. scoping study on land pricing

2.7F - Regional and territorial development of mountain areas

1. Finalisation of regional (Europe-wide) analyses and case studies
2. Publication and dissemination of assessment report
3. Link to other in-house projects
4. Identify follow-up activities and cooperation with mountain organizations and Alpine and Carpathian Conventions
5. Discussion with ESPON in view of possible submission of project proposal or participation in relevant project(s)

2.8A - Agri-environment indicators and policy analysis

1. publish and communicate CAP payment report
2. completion of HNV layer
3. update selected IRENA indicators

2.9A - Assessing the environmental effects of EU bio-energy targets

1. workshop organization on key modeling parameters for environmentally compatible biomass potential in EU 2020-2050
2. contribution on workshop on key scenario assumptions for analyzing biomass potential
3. technical proposal based on the workshops on how to update the assessment of the environmentally compatible biomass potential from agriculture and the indirect land use effects
4. support in acquisition and preparation of data
5. coordination of modeling assessment

Abstract (NL)

Doel
Voor het PBL is het belangrijk om op de hoogte te zijn van het onderzoek uitgevoerd voor het Europees milieuagentschap (EEA) door de Europese Topic Centre for Landuse and Spatial Information (ETC-LUSI). Via dit deelproject wordt de uitwisseling tussen het werk van Alterra/WOT/ PBL en het werk uitgevoerd door het ETC-LUSI gerealiseerd.
De bijdrage van Alterra in het werk van het ETC-LUSI concentreert zich op de volgende zaken:

1. Toetsing gebruikersvriendelijkheid Land Use Data Centre (LUDC) dat ontwikkeld wordt in het kader van SEIS
2. Ontwikkeling van typologie en informatie over ecosystemservices op europees niveau (ecotone classificatie)
3. Onderzoek naar biodiversiteitsverschillen in diverse berggebieden van Europa
3. Ondersteuning van EEA, en bijdrage leveren aan het monitoren van de milieu aspecten n.a.v. gebiedsontwikkeling a.g.v. EU-politiek
5. Bijdrage aan CAP rapportage en verbetering IRENA
6. Vaststelling milieu effecten a.g.v. de EU- bio-energie doelstelling
7. Analyse en beschrijving van effect van fragmentatie in Europa op biodiversiteit

Werkwijze
De inbreng focust zich op twee hoofdzaken:

1. dat Nederlandse methoden en methodieken ontwikkeld in o.a. projecten van het PBL ingebracht worden in de analyses uitgevoerd door het ETC-LUSI
2. dat analyses uitgevoerd op Europese schaal relevant zijn voor Nederland

Resultaten
Diversen producten opgesteld in het kader van de werkzaamheden van ETC-LUSI (artikelen, rapporten, interne rapportages)
De resultaten worden gepubliceerd in thematische rapporten van de EEA of in de State of the Environment rapporten. Deze rapporten worden gebruikt door PBL om de positie van Nederland in Europa te beschrijven op het vlak van landgebruik, biodiversiteit etc.
