Description: This project aims to promote a discussion of possible future forms of the FADN system. Economic developments, the degree to which world trade is liberalised, the continuation or discontinuation of the current agricultural policy, and the manner in which such policy may possibly be structured will determine the need for agricultural statistics on the performance of agricultural companies. In addition, there are significant technological developments which increasingly facilitate the exchange of information. Whether or not such information exchange actually takes place will also depend upon the added value provided by such an exchange and the level of trust placed in the system. This project describes various scenarios and considers what kind of role might be played by an FADN system in such scenarios and in what form this might take place.
Research objectives: The goal is to work out various scenarios for the year 2020 regarding the situation in the agricultural sector, the need for agricultural information and the possible role of the FADN in this. The scenarios are constructed on the basis of a liberalisation of world trade, a common agricultural policy, and the technological possibilities for exchanging data. Approach Activity 1: possible developments in agricultural policy and world trade: This involves an analysis of studies devoted to exploring possible future developments and scenario analyses for the agricultural sector in Europe. Activity 2: description of possible developments with regard to information exchange: The analysis and description of possible technical, practical and legal developments with regard to the exchange of information. Activity 3: Workshop on the role of the FADN in the year 2020 Based on the descriptions prepared in activities 1 and 2, a workshop will be held to determine the need for and possible role to be played by an FADN system in the various scenarios. Possible participants include: LEI employees with a degree of strategic insight and vision regarding the future, employees of the Ministry of Agriculture, Nature and Food Quality, CBS employees, and foreign organisations active in the area of agricultural statistics. The target group will be specified in the course of the project. Activity 4: Reporting Based on activities 1 to 3 inclusive, an end report will be prepared with a description of the most important findings and conclusions. This report will serve as input for the BCG and for LEI management when it comes to taking decisions on how the Dutch FADN will look in the future.
