Main policy goals: The manure act regulates the use of manure and fertilizers in the Netherlands, and is the Dutch implementation of the Nitrates Directive and (partly) ammonia policy. This act contains many rules and standards for the production of manure and use of manures and fertilizers. The manure act has to be updated regularly, because of changes in policy (e.g because of a new action programme of the Nitrates Directive). The research carried out in this theme is used for the maintenance of methods, instruments, and standards used in the manure act
Description of the program: There are three projects:
1. Method for maintenance and control of the use of manure in the Netherlands 2. Development of the protocol for phosphate use standards based on the buffering capacity of soils. 3. Scientic Committee of the Manure Act (CDM).
The CDM has been established to advise and give recommendations to the Dutch Ministry of Agriculture, Nature and Food Quality on issues dealing with the adaptation of the manure Act. The topics include:
application standards for nitrogen and phosphorus, fertilizer recommendations for nitrogen, nitrogen and phosphorus excretion by livestock, gaseous losses from housing and manure storage, method to calculate ammonia emission from agriculture in the Netherlands, agricultural and environmental assessment of products to be used as fertilizer, assessment of products to be used for co-digestion, assessment of manure treatment installations, future view of livestock farming systems, scientific underpinning of derogation request for Nitrates Directive, and scientific review of reports and research.
