Description: In December 2009 the new accounting rules for the post-2012 commitment period will be established. Currently, The Netherlands only reports for LULUCF under article 3.3 (ARD) and has not elected any further 3.4 activity. With changing accounting rules and reporting requirements, the Dutch National System for reporting of Greenhouse Gasses may need to be updated. As such, the Ministry for Agriculture, Nature and Food Quality would like to know what updates are needed, to what extent this requires actions, how these should be timed and what financial and technical demands will have to be met to succeed. As the definite decisions will be taken in december only, this proposal is left rather open and deals mainly with procedures to provide the required answers.
Research objectives: The goal of this project is to translate the definite outcomes of COP 2009 to an action plan to ensure adapting the LULUCF sector of the Dutch National System for the Reporting of Greenhouse Gasses in a way to make it compliant with the new reporting requirements.
Results and products: Report with an analysis of the new accounting rules and how they are currently (not) met by the LULUCF sector of the Dutch National System for Reporting of Greenhosue Gases. Workshop/extended meeting to make decisions on how the LULUCF sector of the Dutch National System for Reporting of Greenhosue Gases needs to be adapted to meet the new requirements. Report with an action plan that -when followed- will solve any lackings in the LULUCF sector of the Dutch National System for Reporting of Greenhosue Gases in time for the secund commitment period cq. the post 2012 period. |
