Abstract

The principal objectives of IMAGE are:

1. To develop an operational framework of candidate indicators (ecological, economic, social) that can support ecosystem-based fisheries management at the regional and pan-European scale (WP1, month 5);
2. To elaborate these indicators in comprehensive dashboards (e.g. current values, trends, reference levels) (WP2, 3, month 19);
3. To develop methodology to integrate this information into tools supporting the decision-making process (WP4, Month 27);
4. To develop a framework that can evaluate management strategies based on indicators (WP5, Month 31);
5. To advise on how indicators can be used to support EBFM in selected regional case studies based on the new RAC areas (WP6, 7, 8, 9, month 31).

Meeting these objectives will ensure that the development of EBFM in the EC is supported by sound scientific advice and that their application at the regional level takes account of regional concerns as expressed by stakeholders in the Regional Advisory Councils (RAC).

In meeting the main objectives of this project we will also:
1. Help to further stakeholder awareness and understanding of EBFM through directly engaging with the RACs;
2. Develop a scientific framework for support of the integration of environmental protection requirements into the CFP;
3. Support the revision of the Data Collection Regulation (DCR) by identifying the requirements for data to support EBFM;
4. Share experiences and insight developed in the project among Institutes, among RACs and with the EC;
5. Disseminate project information and results to the science community and stakeholders;
6. Increase the international profile of the EU in developing science to support an EBFM;
7. Produce software that will be globally available as part of the FLR package;
8. Enhance scientific co-operation in EU;
9. Support the EC in saving monitoring costs through advising on the integration of fisheries and environmental data collection;
10. Identify mechanisms for harmonizing EU fisheries and environment policy at the operational level.

Approach
The Common Fisheries Policy (CFP) requires the progressive implementation of an ecosystem-based approach to fisheries management (EBFM). This will include the integration of environmental protection requirements into the CFP, including measures to limit the environmental impact of the CFP . EBFM requires that managers take account of a wide range of fisheries impacts when setting objectives and attempts to meet these objectives will need to be supported by reliable scientific advice and effective management decision making. Indicators can support the decision making process by (1) describing the pressures affecting the ecosystem, the state of the ecosystem and the response of managers, (2) tracking progress towards meeting management objectives and (3) communicating trends in complex impacts and management processes to a non-specialist audience. The project Indicators for fisheries MAnaGement in Europe (IMAGE) seeks to develop an operational framework of candidate indicators to support ecosystem-based fisheries management, to elaborate these indicators into comprehensive dashboards to support management decision making, to develop methodology to integrate this information into tools supporting the decision making process, to develop a framework that can evaluate management strategies based on indicators, and to test their applicability in regional case studies, taking into account the diversity of the fishery systems in Europe. The application of indicators in management systems requires that they are understood by, and therefore accessible to, stakeholders and a major focus of the project will be to engage stakeholders through the emerging Regional Advisory Councils (RAC). IMAGE will thus support the development of an effective EBFM in the context of the CFP, while also contributing to the applied science needed to support the emerging European Marine Strategy and Maritime Policy. Regional collaboration in the project will help to build applied scientific competence in the European research area.

Abstract (NL)

Doelstelling
Operationaliseren van de ecosysteem benadering in visserij management. In dit project zal uitgewerkt worden hoe doelstellingen in het Gemeenschappelijk Visserij Beleid (Common Fishery Policy CFP) gerealiseerd kunnen worden door middel van beheer aan de hand van indicatoren. Werk bestaat uit ontwikkelen/uitwerken indicatoren, kwantificeren relatie met visserij en evaluatie beheersscenarios aan de hand van simulatiemodellen. Dit allemaal in internationaal verband.

Werkwijze
Er zullen zowel ecologische als socio-economische indicatoren ontwikkeld, dan wel verder uitgewerkt worden waarbij de relatie met visserij centraal staat. Deels is dit empirisch onderzoek, voor een groot deel aan de hand van simulatiemodellen. Focus is op vis, zowel op populatie- als gemeenschapsnivo.

Beoogd resultaat
Evaluatie van de meest geschikte indicatoren aan de hand van criteria. Hieruit blijkt dat het moeilijk is prioritering aan te brengen aangezien dit vaak vraag- en context afhankelijk is. Conclusie voor het project is dat een aantal concrete indicatoren uitgewerkt gaan worden.

Het Pressure-State-Respons model is uitgewerkt met de nadruk op de relatie tussen de toestand van het ecosysteem en de visserij. Opvallend is dat respons indicatoren veellal ontbreken. Daarom is een eerste aanzet gegeven voor potentiele respnse indicatoren.

Simulatiemodellen zijn ontwikkeld die beheersscenarios kunnen doorrekenen gericht op de doelstellingen zoals die in het Gemeenschappelijk Visserij Beleid
